Summary of the story
Two years following the Battle of New York, Steve Rogers is employed by the espionage agency S.H.I.E.L.D. in Washington, D.C. He is in the process of adapting to contemporary society. During a mission to rescue hostages aboard a S.H.I.E.L.D. vessel from pirates led by Georges Batroc, Rogers, along with Agent Natasha Romanoff and S.H.I.E.L.D.'s counter-terrorism S.T.R.I.K.E. team led by Agent Brock Rumlow, discovers that Romanoff has a hidden agenda. She intends to extract data from the ship's computers.
Upon returning to the Triskelion, S.H.I.E.L.D.'s headquarters, Rogers confronts Director Nick Fury. Fury briefs him about Project Insight, which involves three Helicarriers linked to spy satellites. The project is designed to preemptively eliminate threats. Fury becomes suspicious about Insight when he is unable to decrypt Romanoff's data. He asks senior S.H.I.E.L.D. official and Secretary of Internal Security Alexander Pierce to delay the project.
While on his way to meet Maria Hill, Fury is ambushed by assailants led by an assassin known as the Winter Soldier. He manages to escape to Rogers' apartment, where he warns him that S.H.I.E.L.D. has been compromised. Fury is wounded by the Winter Soldier before handing Rogers a flash drive containing the ship's data. Fury is pronounced dead during surgery, and Hill recovers his body. The next day, Pierce summons Rogers to the Triskelion.
