Summary of the story
In 1991, James "Bucky" Barnes, a highly indoctrinated super-soldier, was dispatched from a Hydra base in Siberia to intercept a vehicle transporting a case of super-soldier serum. In the present day, approximately one year after the Avengers defeated Ultron in Sokovia, Steve Rogers, Natasha Romanoff, Sam Wilson, and Wanda Maximoff prevented Brock Rumlow from stealing a biological weapon from a laboratory in Lagos. In the process, Rumlow detonated a bomb in an attempt to kill Rogers, but Maximoff inadvertently redirected the explosion, resulting in the accidental destruction of a nearby building and the loss of several Wakandan humanitarian workers.
The U.S. Secretary of State, Thaddeus Ross, informs the Avengers that the United Nations (UN) is preparing to pass the Sokovia Accords, which will establish a UN panel to oversee and control the team. The Avengers are divided on the matter, with Tony Stark supporting oversight due to his involvement in Ultron's creation and the destruction of Sokovia, while Rogers has more confidence in his own judgment than that of politicians. Meanwhile, Helmut Zemo tracks down and eliminates Barnes' former Hydra handler, stealing a book containing the trigger words that activate Barnes' brainwashing.
At a UN conference in Vienna, where the Accords are to be ratified, a bomb kills King T'Chaka of Wakanda. Security footage implicates Barnes as the bomber, prompting T'Chaka's son, T'Challa, to vow revenge. After learning of Barnes' location and the authorities' intention to kill him, Rogers decides to bring in Barnes himself, despite the risks. Rogers and Wilson track Barnes to Bucharest and attempt to protect him from T'Challa and the authorities, but all four, including T'Challa, are apprehended by the Bucharest police and James Rhodes.
